Engagement standards
Advisory, expert and operating roles are defined before work begins.
A credible scope identifies who advises, who decides, who performs specialized or regulated work, what each party is responsible for and what the client receives.
Written scope first
Client work should be governed by a written proposal, statement of work or other appropriate agreement identifying the objective, deliverables, responsibilities, timing, budget, acceptance criteria, confidentiality expectations and relevant specialists or operating partners.
Clinical and professional judgment
USHSG may coordinate physician, clinician, payer, regulatory, reimbursement, research, technical or other subject-matter input. Independent professionals remain responsible for their own professional judgment, licenses, ethical obligations and scope of practice.
Regulatory, certification, reimbursement and legal work
USHSG can map requirements, organize questions, qualify opportunities, coordinate specialists and integrate findings into commercialization strategy. Formal legal opinions, certification decisions, notified-body activities, accredited testing, payer decisions and other regulated functions remain with the qualified party responsible for them.
Distribution and product operations
Strategy, distribution, logistics, warehousing, fulfillment, importing, manufacturing and field product activity are not interchangeable. When work requires distribution or other regulated operating capability, the responsible entity and applicable authorizations must be identified in the written arrangement. USHSG does not borrow or imply another entity’s license, registration, designation or contract.
Federal and institutional procurement
The firm can advise on federal, VA, DoD, IHS, health-system and institutional market strategy, readiness, account selection, procurement pathways and partner requirements. No website statement guarantees contract award, facility access, formulary placement, reimbursement, procurement eligibility or government purchasing.
KOL and expert engagements
Experts should be selected for relevance to the question. Written scopes can address time, deliverables, compensation, conflicts, confidentiality, intellectual property, publications, independent judgment and acceptance criteria. Compensation should reflect legitimate work rather than purchasing, prescribing, referral or utilization outcomes.
Compensation and commercial economics
USHSG project fees compensate the firm for the work in its agreement. A strategy engagement does not automatically create a sales commission, referral fee, revenue share, distribution right or equity interest. Any such economics must be separately documented, lawful and appropriate to the activity.
Pilots and outcomes
Pilots are bounded commercial or adoption programs with stated assumptions, milestones, roles and measures. They can support a decision but do not guarantee revenue, adoption, reimbursement, clinical outcomes, cost savings, certification or procurement access.
Public-benefit separation
USHSG may participate in the Tributary purpose framework. Commercial client fees, contracts, licenses and operating compensation remain separate from charitable funds and nonprofit governance. Tributary Foundation and Public Pathways are not commercial subsidiaries or patient-referral sources.
